DEPUTY CODE ENFORCEMENT POSITION - WEST LONG BRANCH BOROUGH. Pay: $25 - $30.00 per hour. Proposed Work Hours – Part Time appx 25hrs a week. Fri, Sat, Sun and Monday. Specific hours – Fri 11:30AM – 4:30pm / Sat & Sun 8hr workday / Mon 8:30am – 12:30pm. Under the direction of the Department head, assists in all Enforcement related to the Code Enforcement ordinance under Chapters within our municipal codes. This department is high paced with a lot interaction with the public. The principal role of this position is to perform the duties of Deputy Code Enforcement Officer by the prevention, detection, investigation & enforcement of ordinances and regulations adopted by jurisdictions regulating public health, safety, welfare, public works, business activities, consumer protection, building standards, land-use, and municipal affairs, issuing special complaints and Notices of violations. DUTIES AND RESPONSIBILITIES: Perform the duties of a Code Enforcement Officer as dictated by the General Ordinances established by the Borough council. Investigate and Enforce violations under the provisions of the Township’s General Ordinance and property Maintenance Code under BOCA (Building Officials & Code Administrators). Performs inspection work involved in eliminating blight and restoring and/or eliminating substandard housing accommodations. Property Maintenance; Trees; Streets and Sidewalks; Parking of Commercial Vehicles; Vehicles - Abandoned, Sale and Repair; Yard Waste and Refuse; Fences, Bushes and Shrubs; Parking on Front Lawn Areas; & Solid Waste Collection. Consult with residents on compliance problems. Prepare and maintain all essential records and files for all violations & associated correspondence. Respond to all complaints or allegations of non-compliance; Conduct follow-up inspections and other investigations to ensure compliance. Identify non-compliant conditions and initiate appropriate enforcement actions against violators. Input and update violation matters in Township’s computerized violation tracking system. Code Enforcement requires court appearances for summonses when necessary. Represent the Department before Court on violation matters. Perform other related duties and tasks as required/assigned. Nuisance Issues: Maintenance of properties (Yards & Buildings), Junk/Garbage/Rubbish, Building Material and Waste Materials, Appliances, Fixtures, and Furniture Junk, Inoperable Unlicensed Vehicles, Grass and Weeds, Failure to Maintain building appearance, Graffiti, Abandoned property Animals (livestock, vicious animals). Health & Safety - Sanitation and Living Conditions, Insects and Rodents, Dangerous Structures, Unsafe Conditions, Lack of Utilities & Visibility Issues – corner lot. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of provisions of the General Ordinance for township. Knowledge of the effective means of obtaining and maintaining proper liaison between municipal authorities and private contractors. Ability to analyze and interpret the local general ordinance and other local ordinances that apply to buildings, and state and county laws, rules, regulations, and policies applicable to buildings, zoning, and sanitation. Ability to prepare clear, sound, accurate, and informative reports containing findings, conclusions, and recommendations. Ability to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units. Ability to achieve compliance with local zoning regulations. Excellent verbal and written communication skills. Ability to deal with people under adverse conditions. Strong interpersonal skills, ability to communicate with public, management and coworkers with tact and professionalism. Ability to understand survey/plot plans and perform basic office duties. Strong organization skills. Ability to work independently. Proficiency in Microsoft Office including Word, Excel and Outlook, and ability to learn violation tracking software. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of the position. Ability to learn requirements of the Zoning Ordinance and Property Maintenance Ordinance in order to enforce compliance. MINIMUM QUALIFICATIONS: Education: Graduation from high school or GED equivalent. Experience: Experience a plus in an investigative or law enforcement positions. Knowledge of the preparation and revisions of Borough ordinances. Enforcement officers also need strong leadership capabilities, management and interpersonal skills, and excellent communication skills. Special Requirement(s): Must possess Valid NJ Driver’s License. LABORER– DEPARTMENT OF PUBLIC WORKS – WEST LONG BRANCH BOROUGH, Monmouth County. Full time position. Responsibilities include but are not limited to manual work in the maintenance of borough streets, roadways, parks, public buildings, and public places, handling heavy materials on construction, maintenance and repair projects, raking leaves from public streets and parks, sweeping materials to predetermined grade for street surface repairs, shoveling snow and removing ice and snow from pavement, assisting in spreading sand and chemicals for control of ice and snow conditions, recycling and solid waste collection and performing all related work as required. Job Qualifications: ability to read and write English, ability to follow direction, both oral and written, ability to lift heavy objects continuously under varying weather conditions, a valid New Jersey Driver’s License, ability to drive a truck, possession of a valid State of New Jersey Commercial Driver’s License and willingness to abide by the Borough’s CDL Drug and Alcohol Testing Policy.
